Your Android Phone is not GPU Optimized - Yet

If you didn't know already, your current Android phone's OS does not utilize the built-in GPU.  That's the reason why that although your phone might be matched with the hardware of an iPhone, the UI isn't as smooth.  That's why you get that "Android lag" once in awhile, even on a powerful phone like the EVO.

Here's a bug that someone logged with Google awhile back, with a string of discussions around it.

It seems like Google's answer is that it will implement with Android 3.0 (Honeycomb) but not with anything previous to that.

So in the meantime, hang tight and get used to that once in awhile lag.  Hopefully when Honeycomb, which is made strictly for tablets, and the Android OS for phones merge down the line, we'll be buttery smooth Android OS interaction, like the iPhone.
